July 2025 Levy Increase Targets Landfill Reduction and Recycling

From 1 July 2025, Victoria will see a significant increase in the landfill levy, with metropolitan rates for municipal and industrial waste rising from $129.27 to $167.90 per tonne. This move is part of the state government’s broader effort to align with waste disposal costs in other jurisdictions, such as New South Wales and South Australia.

The levy increase is designed to incentivise better waste management practices, reduce reliance on landfill, and stimulate investment in recycling and resource recovery infrastructure. Regional and rural landfill sites will also see adjusted rates, maintaining the current structure that reflects the differences in transport and disposal costs across the state.

​​In support of these changes, the Victorian Government is investing in a range of environmental initiatives, including:

  • $44 million for the Environment Protection Authority (EPA) to strengthen enforcement and crack down on illegal dumping;

  • $15 million to support circular economy projects through Recycling Victoria;

  • $7.5 million to continue grant programs that assist charitable recyclers in managing illegally dumped goods.

These measures contribute to the state’s goal of diverting 80% of waste from landfill by 2030, helping to build a more sustainable and circular economy.
