Strategic Procurement Framework Set to Strengthen Victoria’s Circular Economy

The Victorian Government has unveiled a new Strategic Procurement Framework, a key initiative from Recycling Victoria aimed at improving how local councils and Alpine Resorts Victoria (ARV) purchase waste and recycling services. This framework, part of the Recycling Victoria Strategic Plan 2023–2026, supports the state’s broader move toward a circular economy under the Circular Economy (Waste Reduction and Recycling Act) 2021.

The framework offers practical guidance across all stages of the procurement process—from planning and strategy to tendering and contract management. It also provides templates, case studies, and opportunities for collaboration across councils.

Designed to encourage best-practice procurement, the framework helps councils select approaches that deliver reliable services and better value, while also promoting environmental goals such as local circularity and sustainable infrastructure.

Extensive stakeholder engagement during its development highlighted the need for early-stage support and flexible, voluntary tools.

Recycling Victoria will continue to work closely with councils and ARV, offering tailored support and resources to ensure the framework drives meaningful change across the sector.
