Service Update: Regulatory Cost Changes from
1 July 2026
From 1 July 2026, regulatory changes in Victoria will contribute to increased operating costs across the waste and resource recovery sector.
The landfill levy across Victoria will increase as part of the state’s long term environmental strategy to reduce landfill dependence, improve recycling outcomes, and support a more circular economy. Funding is also being directed to the Environment Protection Authority Victoria to strengthen compliance and address illegal dumping.

In addition, the City of Melbourne will introduce updated permit requirements for commercial collection vehicles operating within the municipality. These permits apply across the broader City of Melbourne area, including:

North Melbourne

West Melbourne
These changes support improved waste management infrastructure, recycling investment, and enforcement programs across the state and municipality. Any associated regulatory cost adjustments will be reflected gradually in service pricing from 1 July 2026, helping to maintain reliable, compliant collection services.
